After 21 years of distinguished service as an Associate Justice for the California Court of Appeal, Fourth District,
Division Three, and 9 years as a Judge for the Orange County Superior Court, Judge Rylaarsdam retired and is available to serve as
arbitrator and private judge. On the trial court his assignments were primarily in the civil arena. After a brief stint in a family
law department, he served several years in a law and motion department, where he was a supervising judge.
In 1990, the Orange County Superior Court pioneered the establishment of special complex litigation courts and
Rylaarsdam was asked by the presiding judge to be the supervising judge over these departments. He served in this
capacity for approximately five years, till shortly before his appointment to the California Court of Appeal. The State
of California subsequently designed a state-wide program for complex litigation courts. Rylaarsdam served on the
Judicial Council's Complex Litigation Task Force, which created such courts throughout the state. Justice Rylaarsdam
also served on three other Judicial Council committees: the Appellate Task Force (1997-2000), the Appellate Division
Task Force (1999-2000), and the Civil and Small Claims Advisory Committee (1999-2003). As a member of the latter
committee, he chaired a subcommittee which developed the revised rules for consolidated and coordinated cases.
